Core offer 2019 – 2020

To support the Trust’s aims, the Trust offers each of its academies the same core offer, regardless
of Ofsted rating, size or provision status.
At the heart of our offer is our commitment to supporting schools to concentrate on their primary role
of delivering outstanding teaching and learning. Our offer therefore supports schools with CPD,
Headteacher annual performance management arrangements and school development and
improvement initiatives.
The core offer provides a range of services centrally in order to deliver expert advice and the best
possible value to our schools. Central support is provided in the key areas of Finance, HR, IT, H&S,
Estates Management and Data Protection. In addition, schools will have access to legal advice and
marketing initiatives as required.
We are committed to creating an open and timely communications strategy and will help manage
any media enquiries. National education news, Tweets, Ofsted news & guidance and ESFA & DfE
news will be shared with all schools.
The CEO leads the Trust, with the Trust Operations Director coordinating the work of the core
support functions.
The Trust is led by a team of Trustees who bring a wealth of educational, finance and strategic
experience. Strong governance is an essential element to the Trust’s success and local governing
bodies are supported in their work via the Trust Governance Manager.

HR

The Trust’s HR Manager oversees all HR activities to ensure a consistent approach and to offer
expert advice and guidance to the Senior Leadership Teams within schools. This includes, but is
not limited to:
● Strategic HR management for the Trust
● Producing and consulting on a suite of HR policies, procedures and template documents
● Management of national HR related requirements including national pay awards and
statutory reports including gender pay gap reporting and equality duty
● Leading on recruitment for Headteacher vacancies and provide “arm’s length” support for all
other vacancies as required
● Provide training for HR related matters on key topics, for example new policies, safer
recruitment
● Provide advice and support with TUPE consultations and support to any new academies
joining the Trust in adopting HR policies and procedures
● Provide advice and support for complicated HR matters including any disciplinary, grievance,
investigations or absence management issues

Finance

The Trust’s Financial Accountant leads on the provision, coordination and management of financial
services across the Trust to ensure a consistent approach and to offer expert advice and guidance
to the Senior Leadership Teams within schools. This includes, but is not limited to:
● Meeting regularly with School Business Managers and other key staff responsible for finance
within school
● Producing and consulting on a suite of Finance policies, procedures and template
documents
● Providing monthly financial performance reports that can be analysed at school level
● Managing all statutory returns including Company Accounts, ESFA Budget Forecast Returns
and audit activity
● Provide training for finance related matters on key topics, for example new policies
IT
Strategic IT activities are led by a Trust Network Manager who oversees the IT requirements at each
school, adapting processes as required to meet the needs of the school. This includes, but is not
limited to:
● Managing and monitoring a Trust wide IT helpdesk
● Producing and consulting on a suite of IT policies, procedures and template documents
● Providing both remote support and bespoke on-site technician support for routine and
emergency issues
● Overseeing the procurement of hardware and software resources to achieve best value and
fit for purpose systems.
● Responsibility for ICT infrastructure, including servers, broadband and network back-ups
● Arranging IT licencing arrangements, including managing updates of operating systems
● Management of print solutions
● Provide training for IT related matters on key topics, for example new policies and software

Health & Safety

The Trust’s Health & Safety coordinator, in conjunction with an external “competent person”
provision, coordinates and manages H&S across the Trust to ensure a consistent approach and to
offer expert advice and guidance to the Senior Leadership Teams within each school. This includes,
but is not limited to:
● Producing and consulting on a suite of H&S policies, procedures, risk assessments and
template documents
● Creating and updating a central repository for H&S information, instructions and procedures
● Assisting with H&S monitoring, reviews and audits
● Assistance with H&S investigations
● Provide training for H&S related matters on key topics, for example new policies
● Overseeing H&S committee meetings at school level to feedback into Trust

Estates Management

The Trust’s Physical Resources Manager manages Estates across the Trust to ensure a consistent
approach and to offer expert advice and guidance to the Senior Leadership Teams within schools.
This includes, but is not limited to:
● Coordinating and consolidating maintenance and building programmes to provide best value
and outcomes
● Coordinating staff across the Trust to ensure cover in periods of sickness or holiday
● Assisting in the preparation of planned maintenance programmes
● Ensuring statutory maintenance and servicing is completed
● Producing and consulting on a suite of H&S policies, procedures, risk assessments and
template documents
They will also ensure that the Trust School Allocation Grant is managed to support the maintenance
and development of the Trust’s assets.

Data Protection

The Trust’s Data Protection offers expert advice and guidance across all schools. This includes, but
is not limited to:
● Producing and consulting on a suite of Data Protection policies, procedures, privacy notices,
risk assessments and template documents
● Ensuring data sharing agreements and other documents required by ICO are in place
● Providing training for Data Protection related matters on key topics, for example new
policies, subject access requests
● Managing any incidents of data breaches, including conducting investigations and liaising
with the ICO
● Managing and monitoring any Subject Access and Freedom of Information requests
● Leading, training, supporting and regularly meeting with a team of Data Protection Leads
based at each individual school
● Responsible for GDPR compliance, liaising with key staff to ensure of compliance and/or
take steps towards it
● Promoting a data conscious culture with the introduction of different ways of thinking and of
working as and when required
● With Data Protection Leads, ensuring all processors and suppliers who process data on
behalf of each school are GDPR compliant
● Providing advice to make sure data is kept, shared and disposed of securely and following
established retention guidelines

Governance

To support strong governance the Trust’s Governance Manager is available to support and guide
local governing body Clerks with all governance issues. This includes, but is not limited to:

● Guidance on Terms of Reference
● Guidance on LGB constitution
● Guidance on policies to be noted or approved
● Opportunities for governors, Clerks and LBG Chairs to meet and share best practice
● Access to and support with Governor Hub and The Key

Headteacher Performance Management Arrangements

These will be supported and arranged by the Trust in liaison with the Headteacher and Chair of the
Local Governing Body.
An annual review will provide an opportunity to test the robustness and accuracy of the academies
self-evaluation and an external consultant may be brought in to support this process.
Headteachers meet monthly to share issues and best practice and meet regularly as a group and on
a one-to-one basis with the CEO for support and guidance.

CPD

A combined CPD programme is offered across secondary provision and a combined approach is
encouraged within our primary schools. The aims of the CPD programme are agreed in advance
and based on school leaders’ on-going evaluations, identified priorities and Trust and national
educational developments.
As a Trust all staff, both teaching and support staff, are expected to engage with a CPD programme.
We look favourably at all requests to access external and internal leadership programmes.

Marketing

It is recognised that marketing and strong PR can be an essential element in raising the profile of
the Trust and individual schools and recognising our successes. The Trust employs a marketing
consultant to target support where required and who is available for schools to access if they wish.

Bespoke Support

It is recognised that schools will have different levels of needs and that some may require more
support than others in specific areas, for example a school in “special measures” or in financial
weakness. If this is the case, a programme of support will be developed to enable the school to
improve. In some cases this will be of a voluntary nature but, where the Trust perceives there to be
a risk, a school may be required to accept the support being offered.

Core Services

In 2019/20 the core service charge has been set at the relatively low level of 4% for primary schools
and 5% for secondary schools. This level has been set to support our schools currently embarking
on school improvement. The core services funded are detailed in Appendix A.
As well as these services, other goods and services will be procured centrally in order to maximise
the potential economies of scale and reduce duplication of work at school level. These will be
charged out to schools separately.
